COUNCIL MEETING
MARCH 1, 2018
- CALL MEETING TO ORDER:
- The March 1, 2018, Council Meeting was called to order by Council President Rebecca Compton at 6:00 pm.
- ROLL CALL:

- PLEDGE/PRAYER:
- Council President Rebecca Compton led with the Pledge of Allegiance followed by a prayer from Pastor Greg Way.
- MINUTES:For the record, Rebecca wanted to let everyone know that we received three bids for the Community Crossings pavement project; the lowest bid came in from Baumgartner & Company and it was decided to award the project to them.
- Rebecca asked if there were any additions or corrections to the February minutes; there being none, minutes were approved as written.
- OLD ITEMS:
- Spotlight of Town Ordinances – It was decided to feature the Town’s golf cart and recreational vehicle ordinance next, and then also the ordinance on animals defecating on public property. Mike Russell suggested adding a note requesting copies of old photographs of the town for or archives. Rebecca also mentioned that she would like to have a shred day sometime in May. Beth will contact Rays. We have scheduled a curbside heavy trash pickup for Tuesday, April 24th; notes will go in the March and April water bills.
- Town Hall Security – Mark has been looking at camera options; after some discussion it was decided that Beth will contact ADT and Brinks for options and pricing.
- Ordinance 2018-1 – Amending the code regarding the liability of water customers to maintain their private portion of the water supply system was presented for a second read. Mike Russell made a motion to pass as written; Jimmy seconded. There will be a third and final reading next month.
- Ordinance 2018-2 was presented regarding enacting and adopting a supplement to the Code of Ordinances. Mike Russell made a motion to pass as written; Jimmy seconded. Beth will advertise once in the next available issues of the Flyer and the Republican.
- Fall Foundation Fundraiser – Beth and Rebecca met last week to discuss the Ham and Bean Supper Fundraiser. Each Council member was given a list which included the menu and also items needed. We need to advertise earlier in the year; solicit donations from businesses in town. It was decided to have this fundraiser on October 27th.
- Town Hall Roof – temporary repairs have been made but it is still leaking. We hope to have repairs done soon but it all depends on the weather.

- Water Tower and Filter System – Mark will be meeting with a couple of contractors to try and determine what the best solution is for us as far as a new filter system. We will eventually need to secure a grant writer and an engineer to begin the planning grant process. Mark did let the Council know that the iron is high again and that he and Kevin cleaned the filter again.
- NEW ITEMS:
- Community Building Parking – Rebecca had some concerns regarding parking in the Community Building parking lot. She contacted Township Trustee Diane Greene and asked her if she had received any complaints and Diane told her no. It was suggested that Diane may send a calendar of events being held at the Community Building to the area businesses in advance to let them know not to have their employees park there because of an event.
- AIM Legislative Dinner – Rebecca and Bill attended this event downtown earlier this week. Rebecca reported that it was a good meeting with good food and good speakers.
- Liability Insurance and Old Fashion Days – Linda Miller, a representative with Old Fashion Days, was in attendance to ask if there was a way that the Festival could be included as a rider on the Town’s insurance policy. She also had some other concerns regarding liability insurance and events that happen during that weekend as well as security for the weekend. After much discussion, it was decided that Beth will speak with our insurance rep and see what cost would be involved in adding this rider.
- REPORTS:
- Mark – None
- NSPD – For the record, Rebecca presented the NSPD report for the month of February.
- Council – Mike Russell mentioned that there were a few old maps of the town in the garage that we should have preserved. Paul Miner from McCloud Park said that there was a way to have them digitized. He gave us the name of John Parsons with Hendricks County Archives and his phone number. Jimmy asked about the survey that was included in the water bills.

- PUBLIC:
- Paul Miner wanted to invite everyone to the Maple Syrup Festivities being held at McCloud Park this weekend and next – March 3rd and March 10th.

- CALL MEETING TO ORDER:
- The February 1, 2018, Council Meeting was called to order by Council President Rebecca Compton at 6:00 pm.
- ROLL CALL:

- MINUTES:
- Rebecca asked if there were any additions or corrections to the January minutes; there being none, minutes were approved as written.
- OLD ITEMS:
- Spotlight of Town Ordinances – Rebecca asked if anyone had reviewed the Ordinances and if there was a particular Ordinance that needed spotlighting. It was decided that we will spotlight the golf cart ordinance in April. For February’s billing, we will include a survey regarding CenturyLink, the internet service provider here in town. We have had several complaints about the service coming in and out. We have been told that the lines in town are “exhausted” and thus the service is not very reliable.
- Meeting Date for Workshop to discuss future of Ham and Bean Supper – It was decided to hold a workshop to discuss dates for the next fundraiser for the North Salem Fund. It will be February 12th at 5:30 pm.
- Town Hall Security – Mark had pricing for a security system but it did not include audio. After some discussion, it was decided to further investigate a system that does include audio.
- ITAP Meeting – Rebecca and Beth met with Susie Kemp, of INDOT, on January 11th in Crawfordsville. This meeting was to review our application for the side walk project in 2022. After much discussion regarding right-of-ways, etc., it was decided that we would withdraw our application. We will research and hopefully apply again next year.
- Ordinance 2018-1 was presented regarding the liability of water customers to maintain their private portion of the water supply system. Mike R. made a motion to pass as written; Jimmy R. seconded. There will be a second reading next month.
- AIM Legislative Dinner – Rebecca let the Council know that she would be attending this event on February 26th downtown; Beth may attend as well. This is free to members of AIM.
- NEW ITEMS:
- Town Hall Roof – the was some wind damage to the roof of the Town Hall last week; temporary repairs have been made and the insurance adjuster has been out to look at it. He told Mark that he only needed one quote. He will hopefully have an estimate in the next couple of weeks.
- Water – Mark has been having an issue with the iron in the water; we also had a couple of big leaks last month. Beth let the Council know that it was time to begin the process of a planning grant to look into a new filter system and water tower.
- REPORTS:
- Mark – Mark let the Council know that he has contacted three paving companies for our project this spring. He hopes to have quotes in the next couple of weeks.
- NSPD – For the record, Rebecca presented the NSPD report for the month of January. Marshal Berry was at a training seminar and not in attendance.
- Council – None.
- Harold Blake – Harold has been our Town Attorney for 30 years this month!!! We will have a celebration at next month’s meeting.
- Clerk-Treasurer – Beth showed the Council and those in attendance the new town flag.

- The January 4, 2018, Council Meeting was called to order by Council President Rebecca Compton at 6:00 pm.

- Rebecca asked if there were any additions or corrections to the December minutes; there being none, minutes were approved as written.
- ELECTION OF OFFICERS:
- Jimmy Roberts made a motion to keep the officers the same as 2017 – Rebecca Compton, President; Mike Russell, Vice President; Jimmy Roberts, Member; Mike Russell seconded. Motion passed unanimously.
- OLD ITEMS:
- Update on Sidewalk project-cutting down of trees – Mark told the Council that the tree has been removed, all but the stump with has concrete in the middle of it, plus it is under the sidewalk itself. We will have to wait until spring. At that time he will be taking up the sidewalk and replacing.
- Spotlight of Town Ordinances – Rebecca asked if anyone had reviewed the Ordinances and if there was a particular Ordinance that needed spotlighting. There being none, it was suggested that everyone keep thinking about it and let Beth know.
- Suggestions for Ham and Bean Supper – After some discussion, it was decided to hold a workshop in February or March to brainstorm ideas including changing up the date and possibly changing up the menu.
- Town Hall Security – A local resident met with Kevin Basham in the Town Hall last week to assess our situation. He will provide pricing this week.
- ITAP Meeting – Rebecca and Beth will be attending a meeting with Susie Kemp, with INDOT, on Thursday, January 11th at 2:00 pm. This meeting will be to review our application for the side walk project in 2022.
- NEW ITEMS:
- There were no new items.
- REPORTS:
- Mark – Mark spoke to the Council about a possible revision to our sewer ordinance and any work that homeowners need to get done if they have a problem. Mark does not want contractors digging around the Main. After some discussion, it was decided that both Mark and Harold would review the ordinance and suggest changes\revisions.
- NSPD – For the record, Rebecca presented the NSPD report for the month of December. Marshal Berry also reported that he is still researching body cameras. He has been in touch with a company that will let you use the cameras for a period of time before you purchase them. He hopes to have in place by February. He also let the Council know that he has the new radios; he has not started using them yet because they have not had identifiers programmed yet.
- Council – Rebecca suggested sending the 2018 tox away days in the water bills this month.
- Harold Blake – suggested possibly highlighting the golf cart/atv ordinances in the spring; possibly junk vehicles.
- Clerk-Treasurer – Beth let the Council know that she would be picking up the new town flag on Friday.
